You will serve as a Program Analyst in the Supply Chain Management Policy and Performance, Business Office of CNSSC FLD DET MECH PA.
Duties
You will serve as the primary liaison between the N4 Staff and NAVSUP Financial Management (FM) Staff, NAVSUP Contracting Department.
You will monitor programs/projects to measure progress towards reaching financial objectives.
You will work directly with various Managers and Division Director's to prepare and submit annual budget and quarterly adjustments for N4 ACOM.
You will serve as primary financial manager and authoritative source with regard to all N4 ACOM financial, purchasing, training, and travel personnel, some working directly within the N423 Business office and other matrixed support from ACOM Staff.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: you applied a thorough knowledge of financial and statistical analysis, budgeting, fiduciary regulations, DoD financial audit & reporting/legal requirements to ensure compliance with all statutes, laws & other reporting requirements. Specialized experience also includes applying a thorough knowledge of program and project management principles in order to plan, organize and direct complex team efforts; establish short and long range goals; and develop and implement program management strategies and resource requirements while providing oversight to program managers in implementing supply and logistic program plans. You have utilized and demonstrated a knowledge of management information systems and office automation applications to recommend and apply new theories, concepts and recommends solutions that enhance efficiency and incorporate existing and evolving technology. Examples of Specialized Experience include: 1) Assists with providing oversight, guidance and direction with regard to all financial, contracting, training, travel, administrative support services and program management analysis; 2) Serve as a financial/procurement specialist to assist divisions in the development and implementation of business and financial plans and acquisition requirements; 3) Serve as the primary liaison between NAVSUP Comptroller's office and ACOM staff members; 4) Review Products and Services (P&S) plans and proposals submitted by ACOM managers for viability of new programs/projects and provide analysis to advise management on methods to successfully execute the program; 5) Leverage analysis methods in order to translate technical plans/data into a complete, comprehensive program overview and 6) Present and defend required funding requirements to the ACOM Director, Staff and Comptroller personnel.
