You will serve as a Production Controller (SHIPS) in the Planning Division, Third Party Planning Branch (3PP), Code 351, Planning division (Code 350), Waterfront Operation Department (WFO) (Code 300), Mid Atlantic Regional Maintenance Center (MARMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will coordinate work package estimating, technical and quality assurance reviews by other MARMC departments to provide a complete, definitive work package ready for the contract solicitation processes.
You will provide direct oversight of SDAES contractors' efforts in technical planning, estimating, work specification development, production work integration and scheduling.
You will plan, develop, and implement programs and contract efforts of considerable breadth and complexity.
You will investigate and/or analyze a variety of unusual production planning problems and conditions.
You will review for approval, Technical Instructions (Tls) for SDAES contractor efforts; defining, planning, and estimating work required for different types of availabilities for different classes of ships.
You will monitor and coordinates government review of work packages for execution of the actual work requirements.
You will apply knowledge of the requirements and procedures of all departments being coordinated, and coordinate timing and integration of production efforts of different departments responsible for work on various elements of the availability.

- You will be required to obtain and maintain a current valid United States driver’s license.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience monitoring the progression of work to minimize delays.
Experience assisting in negotiation of contract modifications, work schedules, and time requirements; Experience maintaining funds and ensuring that funds are available to cover availabilities and obligations.
Experience implementing practical knowledge of ship repair and planning processes, procedures, automated programs and materials needed to plan for current or future production control requirements for maintenance, repair and inspection of naval vessels.
Experience investigating, analyzing, planning, and implementing corrective actions and establishing program and cost controls for difficult and complex contractor production planning.
Experience advising on ship repair availability planning requirements and procedures.
Experience implementing knowledge, skill and understanding of contract types, strategies, content, structure, implementation, tracking, monitoring, performance evaluations, and overall contract performance requirements.
