You will serve as a Management and Program Analyst in the Business Department, Resource Management Division of NAVSUP FLT LOGISTICS CNTR PUGET SOUND.

Duties

You will research programs and issues to provide comprehensive analytic and evaluative assessments and facilitate activity level planning and execution of existing and emergent programs and strategic initiatives. You will use analytic and evaluative methodologies and techniques to identify and appropriately align enterprise efforts to products and services. You will coordinate the preparation of the annual P and S Plan, Mid-Year requirement reviews and end of year financial closeout processes to facilitate execution of all FLCPS programs within allocated resources. You will track program execution and changes, develop funding options for requirements and resolve anticipated funding shortfalls in order to meet mission requirements efficiently within resource constraints. You will gather, compile and publish various communications, presentations and reports concerning the organizational efficiency and productivity of programs and efforts under the oversight of the Business Department.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: I have one year of specialized Management & Program Analyst experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector utilizing a broad knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of operations. I have experience utilizing an understanding of budgetary and manpower management programs/policies to coordinate the preparation of the annual P&S (Products and Services) Plan, Mid-Year requirement reviews, and end of year financial closeout processes. Example of specialzied experience include: 1) Process performance metrics, including productivity measures; 2) Establish performance targets in concert with the customers and process leads of each particular product or services; 3) Review and research planned and emergent requirements and develop overarching fiscal planning and execution strategies; and 4) Advise leadership on recommended program, policy and process options to efficiently position for overall fiscal solvency and mission accomplishment GS-11: I have one year of specialized Management & Program Analyst experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector utilizing a knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
