Duties
Provide resource and financial management advice and assistance, conduct reviews, analyses and evaluations of financial programs through examination of existing regulations, internal controls, functional requirements, policies and procedures.
Define and validate problems to assess the effectiveness and efficiency of finance, accounting, and administrative operations.
Conduct functional operational reviews to examine work processes, records, structures and management controls for compliance with laws, regulations, economy and efficiency, and/or effectiveness in achieving desired results.
Analyze and evaluate financial transactions, reports, input and output automated systems to gather facts, analyze trends, define and validate problem areas resulting in findings and gain effectiveness of financial management operations and systems.
Analyze and evaluate issues and requirements, develops recommendations, proposes new or changes to guidelines, procedures, and or internal controls to resolve substantive problems and issues of effectiveness and efficiency of work operations.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience performing extensive financial and resource management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the continuity of a financial organization's core operations; analyzing unit cost data for planning, control and decision making; and providing substantial financial management knowledge to leadership in order to assist with the organization's core mission.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS 12 and above: Education is not substitutable for specialized experience at this grade level.
