The Program Specialist Telehealth Technology Manager is a full-time position that reports to Connected Care Manager (CCM) within Chief of Staff Service Line. The Telehealth Technology Manager position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout Robley Rex VA Medical Center (VAMC).
Duties
The Telehealth Technology Program Specialist position is required to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout Robley Rex VAMC using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans. This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous and remote monitoring; therefore, it is imperative that the incumbent is a subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (IT) platforms, processes and systems that VA utilizes with which these technologies must integrate.
Responsible for supporting Facility-wide clinical Telehealth and Connected Care initiatives primarily by ensuring smooth, efficient operation of all Telehealth modalities, especially Synchronous Telehealth programs.
Provides support to the Connected Care Manager and/or Supervisor in technology planning, budget preparation, coordination and implementation of program technical initiatives, and implementation, management, and evaluation of all Telehealth and Connected Care technologies/applications, in support of the Facility Telehealth Program and in accordance with guidance, policies and procedures issued by the VISN and the national Office of Connected Care and Telehealth in VA Central Office (VACO).
Works independently to serve the needs of facility Telehealth and IT staff.
Serves in a versatile, flexible fashion to effectively and efficiently meet the everchanging challenges of both Telehealth and Connected Care programs.
Provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies and systems.
Installs, configures, activates, and tests equipment, related peripherals, applications and software.
Organizes and implements testing for compatibility of systems and equipment with remote sites.
Researches and prepares cost estimates for new Telehealth and Connected Care technologies and systems, monitors and tracks equipment orders, and supports the installation of new and existing Telehealth and Connected Care technologies and systems, ensuring they are online and ready for use within established/required timeframes.
Works closely with the Information Technology Service Line within Robley Rex VAMC, maintaining and reporting all technical matters involving Telehealth and Connected Care technologies and systems to the Supervisor, and both the Chief of Information Technology and the Chief of Biomedical Engineering.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth and Connected Care programs.
Monitors and reports on the status and progress of programs and projects to ensure that instructions established by the CCM and/or
Supervisor on work priorities, methods, deadlines and quality have been met.
Evaluates, processes, and makes recommendations for effective business and organizational changes.
Develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems, or establishes a database management system to improve tracking methods.
Analyzes and integrates program technical, workload, and patient enrollment information.
Analyzes data and statistics to develop, update, and revise integrated reports designed to assess impact, demand and utilization of Telehealth services to meet the Telehealth and Care Coordination program needs and for special non-standard reports.
Serves as a contact and resource person for individuals requesting information about Telehealth and Connected Care programs, furnishing them with the desired information or directing them to the appropriate resource.
Acts as a liaison for the CCM between the different programs and is responsible for identifying and resolving problem areas between the different areas.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Installing, configuring, and activating tests for Telehealth equipment, applications, and software;
Researching and preparing cost estimates and purchase orders for Telehealth equipment;
Developing standard operating procedures, training and presentation materials;
Utilizing data collection to gather and compile data; Tracking reports; planning and organizing;
Knowledge of business operations such as coding, workload, clinic set up of telehealth programs;
Identifying and developing processes and policies to resolve problems; analyzing various reports;
Knowledge of pertinent laws, regulations, policies and precedents with Telehealth and Connected Care Programs;
Performing audit, inspection, and equipment reviews;
Assisting with facility telehealth decision making, policy development, and resource planning. OR,
Education: Applicants may substitute education that is directly related to the occupation for the required experience. To qualify based on education for this grade level you must have Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or have a LL.B. or J.D., if related (TRANSCRIPTS REQUIRED). Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level related education. NOTE: Transcripts must be submitted with your application materials. Preferred Experience: Previous experience in a healthcare setting with electronica medical records, computer and application use. Previous customer service/call center experience preferred.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
Work Environment: The work is usually performed in an office environment, meeting rooms, clinical spaces or similar settings. Travel involves the normal risks and discomforts of automobile, bus, rail or air transportation.
