This position is located in the Executive Secretariat Staff, Office of the Secretary of State (S/ES-S), in the U.S. Department of State (DOS). The office focus is on all matters concerning the management of official Department records, records life cycle management, public requests and need-to-know access to information, classification management and declassification, privacy, research of official records and public information resources, and corporate records archives.
Duties
Acts as records management principal technical authority and expert for senior management in directing staff in responding to inquiries on all matters concerning S/ES records management policies, business processes, and related strategic matters.
Initiates and participates in review and improvement of work methods and in the appropriate structuring of components and positions in the Division.
Oversees records management compliance reviews and assistance visits by staff, reviews team findings and reports, and develops recommendations for Division Chief and other senior management designed to improve records management compliance.
Provides expert information and records management consulting services that include business process analysis and workflow/information flow studies that are designed to help organizations meet corporate and customer business requirements.
Participates in shaping government-wide records and archives management policies and guidelines in interagency councils and presents and justifies positions and negotiates and speaks for the Executive Secretary on records management course of action.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading projects to improve compliance with records and information management requirements.
Experience formulating records and information management policy for the organization and developing plans for policy implementation.
Experience providing oversight of a records management and program implementation.
Experience controlling and organizing a filing and retrieving system to maintain organizational effectiveness.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
