Duties
Develops policies, coordinates, and performs all Civilian Pay functions for organizations at all levels of serviced installations.
Provides expert interpretation on Department of Defense and Defense Finance and Accounting Service regulatory and administrative guidelines in accordance with generally accepted principles relating to Civilian Pay.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing accurate Civilian Payments.
Identifies actual and potential problem areas and develops actions and tasking to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources.
Plan and assign work; develop performance standards; evaluate work performance; select or recommend selection of employees; hear and resolve complaints from employees; and effect minor disciplinary measures.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience with financial management regulations, policies, procedures, and generally accepted principles relating to Civilian Pay to develop, interpret, and/or determine the effectiveness and impact of policies; review and analyze trends to assess the integrity of financial management information collected and reported; make recommendation on operation requirements and improvements to existing Civilian Pay processes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
