You will serve as a Management and Program Analyst in the Metrics & Enterprise Records Division of Corporate Operations within NAVAL SUPPLY SYSTEMS COMMAND.

Duties

You will serve as Naval Supply Systems Command's (NAVSUP) point of contact for Directives Controls reviewing and evaluating the operation of the directives systems within the NAVSUP Enterprise. You will develop policy and guidance on all NAVSUP directives. You will act as Program Manager ensuring state-of-the-art communication techniques are incorporated for efficient business practices in an electronic age. You will review directives for proper references and formatting, assigning the proper security clearance and the appropriate Standard Subject Identification Code, distribution lists and other administrative details. You will maintain metrics to ensure all NAVSUP directives are current and accurate, and take action to cancel or update them as directed. You will maintain a management information system which ensure that the current inventory of NAVSUP directives is accurate and properly identified. You will serve as NAVSUP's forms manager keeping abreast of advances in documentation systems and the Department of Defense (DoD)/Navy web-based forms sites to ensure forms are available You will provide technical guidance, coordinate, review, edit, control, and provide clearance approval of directives proposed for signature by the NAVSUP Commander and senior staff. You will plan, organize, direct, review, coordinate, and establish controls for all NAVSUP data collection related activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a Management and Program Analyst. Specialized experience should demonstrate most or all of the following: 1) Assessing the productivity, effectiveness, and efficiency of an organization's program operations using a wide range of practices and methodologies; 2) Conducting program analyses to provide data for a more effective, economical management of people, organizations, and/or resources; 3) Conducting studies to identify ways to improve program functions (i.e. near and long term planning, manpower utilization, organization theory, program analysis, budgeting, and personnel management,); 4) Utilizing qualitative and quantitative techniques for analyzing and measuring a program's effectiveness, efficiency, and productivity to resolve a variety of business operating problems; and 5) Communicating with internal and external stakeholders to ensure program needs are addressed and program goals are met. For GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the duties of a Management and Program Analyst. Specialized experience should demonstrate most or all of the following:1) Assisting in conducting analytical studies along with identifying deficiencies and recommending corrective actions; 2) Proposing and developing new and advanced management techniques and methods; 3) Assisting with analyzing and evaluating the effectiveness of management controls, channels of communication, operating procedures, and organization; 4) Developing presentations, reports, and supporting documentation. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or

3 full years of progressively higher level graduate education leading to such a degree
or

LL.M., if related
