About the Position: The person in this position will perform duties relative to budget analysis, formulation, justification, presentation, and/or execution of the Medical Treatment Facility's (MTF) budget. This is a Direct Hire Solicitation

Duties

Duties are described at the full performance level GS-12. If selected at the GS-11 level, duties will be performed in a developmental capacity under close supervision. Prepare applicable directives on budget execution and formulation procedures. Provide assistance to directors, service chiefs and employees on budget execution, application of funds and allotted fund terminology. Provide budget training to internal and external staff that needs to understand the budget process. Develop and write instructions covering budget execution status, obligation ceiling, special requirements to be observed, program and budget guidance. Brief Department Heads, Deputy Commanders, Assistant Chief of Staff, and other senior leaders of the command on budget matters. Distribute approved annual cost ceilings for all appropriations by quarter. Duties are described at the full performance level GS-12. If selected at the GS-11 level, duties will be performed in a developmental capacity under close supervision. Utilize automated systems such as; General Fund Enterprise Business System (GFEBS) to input and extract data. Verify the obligations and expenditures are processed accurately into the automated accounting system. Maintain detailed records relating to the planning, organizing, programming and execution of an annual budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. REQUIREMENTS FOR GS-11: Specialized Experience: One year of specialized experience which includes formulating and executing budget submissions; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget; and utilizing automated financial or budget systems to input and extract data for various reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance or Budget. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. add the two percentages. (You must attach a copy of your transcripts with your application package.) REQUIREMENTS FOR GS-12: Specialized Experience: One year of specialized experience which includes independently interpreting budget/financial regulations; formulating and executing budget submissions; recommending and implementing changes; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation and justification to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget formulation; and utilizing automated financial or budget systems to input and extract data for various reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
