This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: U.S. Army Redstone Test Center (RTC) participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo, among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.

Duties

Serves as Organizational point of contact between the CPAC, Army Acquisition Support Center, and Headquarters ATEC Acquisition Career Manager on Acquisition Workforce personnel issues. Prepares and routes/coordinates Requests for Personnel Action (RPAs) in support of civilian personnel management. Maintain databases (such as CAPPMIS) to track Certification levels, continuous learning points, and Individual development plans Provide staff advisory services on civilian personnel and acquisition workforce matters such as; merit promotion, benefits and entitlements, announcements, referrals, hiring authorities, etc. Interpret personnel policies, regulations and procedures to RTC management and employees. Serve as consultant to supervisors on the most effective alignment of HR products and procedures to support the organization’s strategic goals and objectives Provide advice and guidance to employees and management on career development, and training funding and procedures. Develops vacancy announcements and other recruitment documents/mechanisms. Review applications/resumes and determines eligibility/qualifications of applicants and prepares necessary selection certifications. Notifies employees/applicants of selection or non-selection. Attend career fairs and Special Emphasis conferences for recruitment purposes.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.
  • Temporary duty station travel of 5% may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes: 1) Providing guidance, assistance, and advisory services on personnel matters, AND 2) Preparing, routing/processing, Requests for Personnel Action (RPAs) in support of civilian personnel management; civilian personnel requirements, benefits, performance appraisals, and career programs; AND 3) Utilization of HR systems; active member in hiring, recruiting, and retention initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). Competencies needed for the position: Human Resources Program Management Customer Service Communication Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
