About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will serve as a Human Resource (HR) management specialist with responsibility for participating in the broad range of command HR programs to include staffing/reshape, labor/employee relations, incentive awards, and performance management.

Duties

Provides extensive knowledge of laws, rules, regulations, policies, practices, and procedures governing personnel management programs. Provides extensive knowledge in labor management, and employee management relations, performance management, and Human Capital Strategic Planning. Advises management on controversial or sensitive, complex and difficult Human Resources-related issues. Develops and recommend innovative approaches and strategies to resolve unprecedented issues and problems. Analyzes a wide variety of work force data to provide recommendations for improving the Human Resources management program. Skills in written and oral communication to present issues and recommendations on a variety of Human Resources topics. Experience in various mediums, such as memorandums, messages, computer-based programs, briefings, presentations, training classes and workshops. Prepares and/or assists senior management in responding to both administrative and union grievances and ensures responses are in compliance with regulations/union contract and are legally sufficient. Responds to highly controversial inquiries from Congress, higher headquarters, and other Federal agencies, responses to Merit Systems Protection Board appeals, grievances, and EEO complaints; ensuring responses are persuasive and thorough.

Specialized experience: One year of specialized experience equivalent to the NH-02/ GS11 grade level in the Federal service which includes; staffing/reshape, labor/employee relations, incentive awards, and performance management; sufficient to develop policy and analyze trends and/or forecasts of current and future workforce requirements; provide technical program management and services on advising managers and supervisors as well as provide guidance to subordinate activities with various civilian Human Resources automation tools such as DCPDS, SAP Business Objects, and SharePoint; assess civilian Human Resources related systems; with extensive knowledge utilizing automated system software such as MS Excel, Access in order to manage the DOD Performance Management and Appraisal Program (DPMAP). You will be evaluated on the basis of your level of competency in the following areas: Employee RelationsHR Data ManagementHR Information Systems ApplicationHuman Resources Management This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. This is NH-0201-03 is not subject to a salary control point and is eligible for the full salary range of the AcqDemo NH-03 Payband.
