This position is responsible for budget formulation and execution, performing research and analysis to determine appropriate costing of fixed and variable costs in order to develop current and out-year budgets, reviewing financial requests for proper authorization, entering financial obligations into the accounting system, reviewing actual expenditures against the plan, and projecting end of year expenditures levels.

As a Budget Analyst, responsibilities include duties associated with budget preparation and planning, analysis, reporting, execution, and monitoring as follows:
Prepares budget estimates for major substantive or administrative operating programs within assigned area of the Division.
Consolidates estimates into an integrated budget forecast and prepares justification materials for the financial estimates.
Researches and evaluates the validity of budget data and provides conclusions to budget preparation activities.
Conducts budget preparation and coordination of reimbursable funding and agreements accepted by the Division, from numerous federal agencies.
Monitors procurement activity and prepares reconciliations and reports.
Reviews and analyzes historical data and current trends to validate and consolidate requests and estimates for an integrated budget for a major multi-functional program, such as Superfund.
Resolves technical problems of prediction and forecasting which result from uncertainties or changes in the operating programs, and for determining the propriety of systems and methods used by operating officials in developing estimates for funding requirements.
Prepares and analyzes information used for agency-level reporting requirements.
Performs budget execution duties, in order to report and manage the operating program of the Division and analyzes and identifies relationships between projected major program changes and the projected budget.
Reviews and coordinates accounting records and prepares apportionments, allocations, and operating budgets.
Monitors, tracks, and reports on program obligations and ensures that program funding data is entered into agency financial system.
Conducts annual year-end closing activities and reconciles with accounting records.
Requirements
- You must be a U.S. citizen or national.
- You must complete a background investigation to include pre-employment drug testing.
- Selective Service Registration is required, as applicable.
- You must complete or have completed a one-year probationary period.
- You must maintain a bank account for direct deposit of salary.
Qualifications
To qualify at GS-12: You must have at least one year of specialized experience at, or equivalent to, the GS-11 Federal grade level performing budget formulation activities that include analyzing, reconciling, and reporting on financial information for a program. Examples of specialized experience includes: performing detailed analyses and estimates of annual budget and multi-year funding needs, analyzing budgets and expenditures; compiling status of funds; and preparing statistical reports on budget related matters.
To qualify at GS-13: You must have at least one year of specialized experience at, or equivalent to, the GS-12 Federal grade level applying Federal regulations to perform budget formulation and execution for an organization. Examples of specialized experience includes: formulating, justifying and executing budgets for an organization; experience conducting cost-benefit analyses of alternate budget and program actions, and experience in budgetary requirements and activities to maintain budgetary oversight.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
