About the Position: This position is with the United States Army Reserve Command, Mission Support G-8, United States Army Reserve Pay Management Division, United States Army Reserve Pay Division located in Indianapolis, Indiana.

Duties

Investigate methods to improve productivity and efficiencies throughout the Army Reserve pay systems through the development, enhancement, testing and fielding of automation changes impacting the Army Reserve Program. Troubleshoot problems resulting from current and recently fielded system changes. Analyze and apply regulatory guidance, public laws, appropriation and authorization bills, Government Accountability Office (GAO) reports, and Comptroller General decisions on Army Reserve pay entitlements and operations. Evaluate changes in law, regulations, and field environment to determine impact on existing reserve pay systems and entitlements. Formulate and write policies, procedures, detailed plans and instructional guidance to clarify laws and congressional actions that affect processing of Army Reserve pay and financial entitlements. Author military pay and procedural guidance processes, information papers, decision briefs and correspondence for both internal and external use/customers. Provide reserve pay system and entitlement guidance to internal and external customers. Represent the Army Reserve Pay Program at Department of Defense and Army top-level advisory boards and committees regarding the management of Army Reserve pay. Develop, enhance, test, and field automation changes to improve productivity and efficiencies of Army Reserve pay systems.

Specialized Experience: One year of specialized experience which includes developing policies, plans and/or procedures in regards to military pay, applying analytical techniques to improve productivity and efficiencies throughout military pay systems, providing guidance in the development of automated finance systems related to military pay, advising management on procedures, systems, or problems which may arise from changes in regulatory requirements and statutory provisions, and coordinating within the command on problems, work production, and recommended changes for military pay process improvement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For these jobs, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial SystemsOral CommunicationTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
