You will serve as a FACILITIES OPERATIONS SPECIALIST in the OFFICE OF THE COMMANDER of JOINT FORCES COMMAND NORFOLK.

Duties

You will coordinate, control, and implement COMSECONDFLT/JFCNF facilities program to include all aspects of modification, maintenance and repair of facilities and the coordination of such efforts with Naval Station Annex Base installations. You will develop technical documentation, cost analyses and detailed justifications to support recommendations. You will coordinate with management officials, facilities engineers, and safety personnel to assure that proper industrial safeguards are affected in accordance with established safety standards. You will provide advice and assistance relative to environment control, fire prevention and protection, occupational health and safety, physical security, crime prevention, and energy conservation. You will plan and coordinate maintenance and repair of assigned facilities. You will apply a wide range of evaluative techniques to review major work requests for modification, maintenance, and repair of assigned facilities for feasibility, adequacy, and compliance with regulations. You will make recommendations to improve complex facilities maintenance processes. You will consult with engineering and operating personnel for resolution of unusual or problem cases. You will serve as POC for matters regarding interface with Physical Security, Safety, Fire, Lock and Key Custodians. You will serve as a representative for construction, modification, and repair projects, to include issues with major equipment installation taking place at site. You will review major job requests for validity, necessity and conformance, and prioritize requirements. You will serve as a representative at contracting officer meetings. You will perform duties on physical security matters and ensures that all required physical security systems are in effect. You will monitor reports and makes recommendations for the protection from equipment sabotage, espionage, theft, fire, and similar hazards.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of diverse principles, concepts, and practices concerning facilities sustainment and modernization, contract administration, and oversight, budgetary programming and execution, and general program management to maintain the facilities management for JFCNF. Experience identifying and analyzing problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Experience identifying the cause of problems, and choosing a course of action that balances the interests of the mission and stakeholders. Experience formulating objectives and priorities and implementing plans consistent with long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Experience managing risks and contingencies, and recognizing the implications for the organization and stakeholders. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Experience organizing work, setting priorities, and determining resource requirements. Knowledge of policies, procedures, and technical requirements applicable to maintenance repair and alterations of real property. Experience coordinating with other organizations or parts of the organization to accomplish goals. Experience monitoring progress and evaluating outcomes. Experience applying principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
