This position is within the Associate Director of Outpatient Operations (ADOO) programs and services at the Gulf Coast Veterans Health Care System, performing a variety of clerical, administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of ADOO services.
Duties
Performs a variety of clerical, administrative and technical duties.
Assists in the development of internal administrative standard operating procedures.
Assists in resolving administrative problems.
Receives and logs outgoing correspondence reviewing for accuracy.
Develops methods for automating administrative data collection.
Identifies and recommends performance indicators/goals (i,e, performance awards, leave, equal employment opportunities, etc).
Identifies issues and communicates with leadership its effect.
Maintains control of action correspondence, communicating follow up actions.
Coordinates with staff on personnel management matters .
Formulates and recommends changes in administrative policies/procedures.
Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports.
Maintains a continual accumulation of all types of data for reports.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-Time, 8:00AM - 4:30PM, Monday through Friday, Subject to change based upon facility needs.
AD HOC Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. AD HOC Telework eligibility will be discussed during the interview process. AD HOC Telework may be authorized to a highly qualified candidate to be determined by supervisor based upon facility needs - Subject to change based upon facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-5 position you must have served 52 weeks at the GS-4 level.
For a GS-6 position you must have served 52 weeks at the GS-5 level.
For a GS-7 position you must have served 52 weeks at the GS-6 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
For the GS-05:Specialized Experience:
Experience working in a healthcare setting
Supporting a healthcare operation
Experience with operational or program issues
Experience with inventory of supplies and equipment
Experience with communication both verbally and written
OR
Education: Substitution of 4 years above high school (transcripts required).
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
For the GS-06:Specialized Experience
Experience working in a healthcare setting to ensure organizational goals are met
Supporting a healthcare operation or program to ensure federal and organizational regulations are met
Analyzing operational or program issues and making recommendations
Experience with budget to include inventory of supplies and equipment
Skilled in effective communication both verbally and written
For the GS-07:Specialized Experience:
Experience working in a health care setting and ensuring that work meets the organizational mission
Supporting a healthcare operation or program to ensure federal and organization regulations and standards are met
Analyzing operational or program issues and making recommendations while taking into consideration the full range of factors which affect the healthcare delivery system
Experience managing and tracking budget to include inventory of supplies and equipment necessary to run a healthcare program efficiently
Skilled in effective communication with a wide range audience both orally and written to express complicated information in an accessible format.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books. No special physical demands are required to perform the work.

There is no educational substitution for the
GS-6 and GS-7 grade levels.
