The primary purpose of this position is to serve as a category management professional at the Air Force Civil Engineer Center (AFCEC), a Primary Subordinate Unit (PSU) providing the delivery of strategic acquisition solutions and management and execution of the AFCEC contract portfolio.

Duties

1. Develops and implements the short and long term goals set forth in the Category 4, Facilities and Construction Strategic Plan while supporting 7 sub-category leads, the Category 4 Council Director and the Category 4 Manager. 2. Develops, leads and orchestrates all Category 4 opportunities in supporting Category 4 - facilities and construction, and subcategories 5.2 Fire/Rescue/Safety/Environmental Protection Equipment and 6.3 Office Furnishings. 3. Prepares Category 4 documentation required of Facilities and Construction Category Manager and Category Council Director (CCD). 4. Serves on teams and working groups composed of various functional disciplines engaged in developing and recommending proposals and implementation plans.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Professional and Scientific position . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-0020 - Community Planner Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner GS-0801 - General Engineer Degree: Engineering. To be acceptable, the program must: lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses (more advanced than first-year physics and chemistry in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials stress-strain relationships; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials relating particle and aggregate structure to properties; and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics GS-1301 - Physical Scientist Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. SPECIALIZED EXPERIENCE: 0020/0801/1301 -Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes that I meet the basic education requirements for the GS-0020-13; GS-0801-13 or GS-1301-13 and I have or will have within 120 days of this announcement one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in engineering or scientific theories, principles, concepts, standards, and methods to resolve unique or novel environmental problem conditions, or issues, provide expert advice to leadership or agency officials responsible for broad program operations, execute significant projects affecting the welfare of the public and/or the sustainability of natural resources and the environment. GS-0801 Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: GS-1301 Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the concepts, theories, policies, and procedures of one or more of the following professional fields: - Architecture, biological science, or physical science - Environmental, civil, mechanical, electrical, fire protection, or general engineering - Community planning including Noise analysis and Air Installation Compatible Use Zones 2. Knowledge of strategic acquisition and category management principles, applicable public laws, DoD and AF concepts, theories, policies, 0MB directives, and procedures. 3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds. 4. Knowledge of business accounting and financial management principles and procedures. 5. Skill as a technical expert applying new theories and standards to problems not susceptible to treatment by accepted and established practices and procedures. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
