About the Position: This position is with the U.S. ARMY MATERIEL COMMAND, DCS G-3 FOR OPERATIONS, RESOURCE REQ & DEVELOPMENT DIRECTORATE PLANNING BRANCH on Redstone Arsenal, AL.

Duties

Provide authority on policies, procedures, and regulations governing major appropriations applicable requirements. Participate in program formulation, defense, and justification of Program Objective Memorandum (POM) and budget reviews for the major appropriations. Conduct reviews and studies to identify major problems, serves on major committees, attends conferences, and recommends improvements that affect worldwide programs. Conduct contract reviews and studies to identify major problems, coordinate actions, provide guidance, and resolve issues. Ensure that resources are optimized to meet mission requirements, goals. Perform analysis in connection with the program planning, program review, and evaluation of financial management functions as related to the mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to occasionally of the time.
  • This position requires a FINANCIAL MANAGEMENT Level 3 Certificate, designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, within 24 months of entrance on duty.
  • This position may require a one year probation.
  • A secret clearance is required.

Specialized Experience: One year of specialized which includes conducting management studies for cost-effective organizations, while coordinating program budget decision (PBD) impacting program initiatives and develops reclaim statements for submissions to higher authority. Perform a full aspects of budgetary functions and duties associated with the budget process and; analyze and evaluate the effectiveness of line program operations in meeting established goals and objectives. The definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
