Duties
You will serve as an analyst and advisor to the Regional Program Directors (RPDs) and assist them in managing the programs, optimizing cost, and aligning to standard processes and metrics.
You will provide direct technical and management support to the Regional Engineer and CNIC HQ Facilities Management Directorate on all aspects dealing with the Navy's Ashore Facility Management.
You will conduct studies and evaluations of the programs to determine their effectiveness.
You will assist the Regional Program Directors in the development, governance, requirements management, integration and sustainment of facility management strategy.
You will ensure funding is distributed appropriately and budgets are submitted on time to support Region Requirements for facilities support.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying principles, procedures, and methods of financial control, budget systems, and modern management techniques sufficient to perform qualitative and quantitative analyses of the facility services programs.
Applying, CNIC and NAVFAC software tools such as CFMS, SABRS, MAXIMO, ERP, and CIRCUITS sufficient to monitor and oversee CNIC funds, funded work, energy consumption, and/or work management.
Utilizing shore installation programs, such as real estate, facilities planning, utilities, energy, transportation, resource programming, design, construction, or repair and maintenance.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing assistance in applying principles, procedures, and methods of financial control, budget systems, and modern management techniques sufficient to perform qualitative and quantitative analyses of the facility services programs.
Providing assistance with installation programs, such as real estate, facilities planning, utilities, energy, transportation, resource programming, design, construction, or repair and maintenance.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-11 only:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
