The primary purpose of this position is: To serve as the HQ focal point for Air Combat Training Systems (ACTS) Instrumentation and electronics management, modification / improvement and technical order management, software and debriefing support, and system procurement functions.

Duties

Air Combat Training System Procurement; analyzes and validates mission requirements, develops multi-year future plans, policies and procedures. Air Combat Training System Instrumentation/Electronics Systems Management provides Command oversight and management of ACTS instrumentation and electronic systems issues. Air Combat Training Software and Debriefing Sustainment by analyzing and validating mission requirements, assists in the development of multi-year future plans, policies, and procedures for software sustainment/improvements. Air Combat Training System Technical Order Management conducts periodic reviews/evaluations in an ACTS system wide, oversight/standardization role to provide a MAJCOM view of the quality, accuracy, and adequacy of technical orders. Air Combat Training System Modification/System improvement manager conducts periodic technical reviews/evaluations to provide a view of the quality and adequacy of ACTS operations and system performance in support of combat training requirements.

  • Bachelors degree with technical, engineering, and/or business basis or equivalent experience is desirable
  • Minimum of 3 years ACC staff experience or DOD equivalent desired
  • Travel by military and/or commercial aircraft may be required
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Possess or obtain a valid state drivers license.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert technical knowledge of aircraft capabilities, air-to-ground training requirements, weapons employment parameters, Air Combat Training Systems (ACTS) equipment, ACTS capabilities, and limitations, range infrastructure requirements and plans, range communication equipment, flight and ground safety, all assigned airborne and ground instrumentation systems and equipment configuration, operating characteristics for air-to-ground range operations, ACTS system modification procedures, security practices, software configuration and skill in applying this knowledge to plan and develop future operations, integration activities and a quality assurance surveillance plan for evaluating contractor's performance. Knowledge of Air Force system modification processes and procedures to include all actions necessary to identify, document, coordinate, track, obtain approval, and execute required modifications to ACTS systems and equipment. Knowledge of data collection techniques (i.e., CAM, Reliability Availability Maintainability for Pods (RAMPOD), etc), data analysis, and decision making. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer programs, systems, and hardware required for Bombing and Gunnery Scoring, Electronic Combat threat simulation and countermeasure analysis for use in aircrew training and evaluation (ie, Individual Combat Aircrew Display System (ICADS), Joint Debriefing System (JDS), Route Integration Instrumentation System (RIIS), Integrated Tactics Assessment System (ITAS) hardware, Aircrew Scoring Information Network (ASIN), etc). Knowledge of operation, maintenance and support of ACTS systems/equipment and all subsystems. AN/ASQ-T27, AN/ASQ-T27A, AN/ASQ-T27B, AN/ASQ-T-34, AN/ASQ-T35, AN/ASQ-T38C, AN/ASQ-T46, and AN-ASQ-T50 air combat training systems and AS, IS, GS, CCS subsystems. Knowledge of Software Support Activities capabilities and Limitation. Knowledge of aircraft (capabilities) for utilizing all instrumentation and electronics systems associated with ACC ACTS and ability to interpret specialized documentation and descriptions to include policy, security, and technical order directives pertaining to ACTS software and debriefing equipment. Knowledge of Government program planning, funding, Comm-Electronics Maintenance Management Systems, CAMs, and Government system modification processes and procedures. Knowledge of and ability to use RAMPOD software database to monitor inventories and maintenance actions required to support and maintain ACTS operations. Ability to conduct research, testing and evaluation of hardware and software used in ACTS communications/electronic instrumentation equipment and evaluate findings. Ability to develop data collections techniques, conduct and record surveys and inspections, analyze data and reports, and make decisions based on facts. Knowledge of quality assurance principles, practices, and procedures, to include acquisition planning. Ability to justify, defend, and negotiate governmental issues. Experience and skill in effectively communicating (orally and in writing), in training subordinates, and in developing productive interpersonal relationships. Knowledge of land/facilities management, public relations and environmental/cultural restrictions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
