This position is located in the Veteran's Health Administration, Mid Atlantic Health Care Network (VISN 6) in a VA Healthcare System located in Salem, Virginia and is organizationally aligned within the Chaplain Service. The incumbent serves as a service and program level Program Support Assistant under the administrative supervision of the Service Chief.
Duties
Addresses program inquiries and requests from Veterans, their family members, and caregivers as well as community agency, facility, VISN, national program office, and ACPE staff. Monitors referrals for spiritual care, schedules patients for groups and individual counseling, performs scheduling and setup for telehealth encounters, consults with clinical and supervisory staff as needed to assure timely assessment and completion, and independently determines need to contact supervisors and coordinators in the field when issues arise.
The incumbent is responsible for collecting, compiling, researching and/or tracking of data and statistical information; preparing complex data/reports; and analysis of trends on Chaplain Service operations and a variety of different aspects of program operations within the Chaplain Service. Establishes protocols for incoming data from external organizations such as the Association for Clinical Pastoral Education (ACPE), VA Office of Academic Affiliations, VA National Chaplain Service, and religious and service organizations within the local communities. Maintains data and reports according to Records Management protocols as well as The Joint Commission, ACPE, and other accrediting body requirements. Collects data
and tracks performance measures for areas participating in performance improvement activities related to the Service's and programs' quality improvement processes. Provides input into the design of data collection instruments and procedures, selection of appropriate measures and techniques, and interpretation of results. Responsible for completeness, accuracy, and accessibility of data for analytical purposes. Uses software applications (i.e. VISTA, VSSC, Pyramid Analytics, etc.) to draw information from a wide variety of sources; gathers and analyzes data for preliminary information such as duplications, outliers, etc. and compares to performance measures, targets, etc. discerning information useful for decision-making by users. Organizes information into tables and charts useful for advanced analytical and management purposes. Reviews program data, independently assessing the need to contact program coordinators and/or supervisors if the need arises.
For assigned program areas, the incumbent:
Coordinates CPE student applications to include facilitating the application routing, review, and scoring through the Service, assuring all candidate application reviews are conducted, recorded, and completed in a timely manner; addresses administrative issues that may arise within the candidate screening process.
Tracks census and workload for each chaplain provider for all areas of ministry. Completes the bimonthly, quarterly, and annual reports on all workload for submission at the local and national levels. Facilitates purchases for the Service, tracking to assure budgetary requirements are maintained and the complete purchasing process is fulfilled. Coordinates submission of CPE documentation, site inspections, and corrective action plans in order to maintain certification as a CPE Center.
Coordinates with clinical staff and Service administration for facility and community outreach events to include local clergy training events, memorial services, ceremonies, special events, and Stand-downs. Organizes logistical issues assuring literature, audio/visual equipment, promotional items, posters, displays, etc. are available for successful presentations. Assists in the development, printing, and distribution of program specific and Service marketing materials.
Develops administrative support processes that meet Service and program goals and desired outcomes. Utilizes system redesign approaches to assess alternatives and make clear, well-defined recommendations on processes or approaches to administrative support operations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is basically sedentary, but a great deal of walking to all parts of the Medical Center is required since the incumbent will be working with a variety of clinical and administrative services.
