In this position you will provide financial management services to all personnel, programs, support missions, associates, and external customers of assigned position. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.

At the organization level performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget. Ensures proper execution of a segment of the Air Force budget as authorized and appropriated by Congress. Controls funds distribution and monitors monthly obligations and expenditures for assigned accounts, and accurately identifies conditions of over or under obligation of funds. Serves as a financial consultant to management on issues such as budgeting strategies and techniques, use of financial management products, resource distribution, program priorities, financial forecasts and projections, and development of annual and long-range financial plans. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

Requirements

  • Telework: Up to 20% telework possible (must reside in the local area).
  • The work requires the incumbent to obtain and maintain TS or TS/SCI (Sensitive Compartmented Inforamtion) security clearance and SAP eligibility.
  • This is a drug testing designated position. The incumbent is subject to preemployment drug testing as a condition of employment, and participation in random drug testing.

  • This is a Financial Management level 2 Certified position IAW the National Defense Authorization Act (NDAA), Public Law 112-81, Subtitle F-Financial Management, Section 159d.
  • Incumbent shall comply with the requirements of this certification program if selected and will have 24 months to complete the certification.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and /or holidays.
  • Overtime and /or emergency overtime may be required.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Financial Management Certification Coding: FMC02: FM Certification Level 2.
  • Up to 25% Travel possible.

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the at the next lower grade NH-02, or equivalent in other pay systems in the Federal Service. Specialized experiences includes assemble prior, current, and future year budget/program data then formulates, analyzes, modifies, and interprets funding requirements to ensure consistency with policies, regulations, and directives of the Air Force, Office of the Secretary of Defense (OSD), OMB, and the Congress. Analyzes and interprets legislation and DoD/OMB budget and program guidance and provides budget formulation assumptions, guidance, and technical assistance to assigned organization. Plans, develops, implements, and maintains budget/financial systems and interfaces for agency or command-wide application. Conducts research, identifies and analyzes trends in the use of funds. Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements. Provides management with financial information such as: financial reports showing status of receipts, obligations, and expenditures of funds; trend analysis of rates of expenditures, comparisons of actual performance to the financial plan, and identification of variances. Generates products using information technology to facilitate the effective analysis of budget information, such as costs, benefits, and trade-offs in the obligation and expenditure of budget dollars. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Applicants must submit a copy of OFFICIAL transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must possess equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: Applicants must submit a copy of OFFICIAL transcripts. Knowledge, Skills and Abilities: 1. Knowledge of the Federal budget process, DoD planning, Programming and Budgeting System, budgetary policies, precedents, objectives, regulations, procedures and guidelines. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Forceorganizations pertaining to budget formulation and financial management to provide guidance to management and customers. 3. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses,applications, and data structures. 4. Ability to collect, research, analyze and compare data in formulating and justifying budgetary requirements. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Skill in determining the most efficient, effective outcome to include developing alternative strategies and recommending workable solutions to management. Position specific skills and experience desired in a potential candidate: 5 years of experience in AF accounting and/or AF financial management 2 years of experience with developing decision-quality presentations 4 years of experience in analyzing financial data 4 years of experience in the execution and management of RDT&E funds
