Duties

You will analyze and develop the appropriate staffing levels and skill mix with in the Design and Construction Business Line (DCBL) organization according to NAVFAC guidance. You will compile the annual NAVFAC Resource Allocation Plan (RAP) data calls. You will conduct studies on contractual Design-In-Place (DIP) to identify impacts that are not efficiency indicators. You will analyze and evaluate actual (DIP) from Project Manager's input to document field performance. You will develop and track trends early in contract to allow for correction before critical path impacts. You will collect and consolidate data for trend analysis and bring abnormal data to the attention of management

Requirements

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • Must be able to obtain and maintain a U.S. Passport.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting control reviews, studies, audits, analysis or evaluations of programs, functions and/or operations to improve the effectiveness and efficiency of operations for an organization. Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree
