About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM, Fort Meade.
Duties
Plan and manage Cyber Surveillance and Reconnaissance (C-SR) activities.
Lead and contribute to continuing review and assessment of CMF C-SR activities to assess compliance with defined guidance and standards.
Develops and presents briefings and organizes findings into forms suitable for use by the supervisor and other decision-makers in determining how the J3 and Command can more effectively leverage C-SR concepts and methods to support the mission.
Plans and performs in-depth analyses in support of the joint targeting and cybersecurity planning process.
Collaborate with J38 team members and with supporting information technology (IT) subject matter experts (SMEs) to investigate and assess how team can optimize use of data management solutions and tools to further achievement of C-SR objectives.
Provides information on C-SR oversight responsibilities pertinent to different groups of USCYBERCOM staff and CMF personnel’s day-to-day operations, along with guidance as to how to integrate these responsibilities into continuing operations.
Contributes to work process analyses to define CMF personnel’s responsibilities to conduct C-SR operations and activities.
Supports administrative management of C-SR training programs (tracking completion of required training, providing analytical reports of trends as to perceived relevance, and value of certain elements of training as reported by participants).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- .The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter-intelligence scope polygraph exam.
- This position has been designated as a Testing Designated Position (TDP).
- The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Specialized experience would be demonstrated by training, planning, and managing intelligence and/or operational cyber program activities; recommending improvements in management, processes, training, or reporting; communicating complex technical and programmatic information on Cyber operations in various forms; and/or working with technical and operational subject matter experts (SMEs) to develop cyber oversight strategies, plans, and technical controls.
