Duties

The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes. Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems. Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems. Performs analysis and makes recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations. The main function of this position is as a Full Time Instructor of the Customer Care Division. Incumbent may also complete work in support of Debt and Claims mission between training sessions.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level, GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized Experience is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. GS-09 Specialized Experience is defined as: researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers, employees and/or customers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues within Debt and Claims. GS-11 Specialized Experience is defined as: analyzing financial and accounting operations to recommend process improvements relating to Debt and Claims operations; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
