You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the TOTAL FORCE MANPOWER (N1) DIVISION of COMMANDER NAVY REGION HAWAII.

Duties

You will supervise a staff of human resources personnel performing work in more than one functional area of human resources (e.g., Staffing and Recruitment and Position Classification). You will oversee a full range of human resources services (e.g., recruitment, placement, pay setting, position classification, position management) for customers. You will review position classification or position management programs to ensure consistency throughout an organization. You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will analyze recruitment processes to assure quality and consistency in the administration of a recruitment program.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising management on personnel policies to include position classification and staffing and recruitment; 2) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations; 3) Reviewing and analyzing position descriptions utilizing federal classification standards; 4) Applying position management principles and techniques to provide management advisory services regarding organizational structures and career development; 5) Resolving problems, answering questions and providing guidance on complex staffing and position classification problems utilizing human resource tools and systems.
