The primary purpose of this position is: Serves as Associate Branch Chief for Futures and Analysis, AF Futures and Concepts Division. Responsible for strategic futures function impacting the development of AF operating concepts and supporting concepts, along with Service contributions to the formulation of multi-service, joint, interagency, and multi-national concepts
Duties
Plans, organizes, and oversees the activities of the Futures and Concept Analysis Branch.
Deliver Superior Staff Actions and Products.
Represents AFWIC Futures and Concepts Branch with a variety of service, department, functional area, and
community of interest-linked organizations.
Integrates inputs from across AFWIC, Department HQ, lead commands/agents, sister services, combatant commands, and international partners to articulate to future people, systems/infrastructure needed by Department of the AF to achieve strategic ends.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the ability to apply leadership and management techniques in order to process complex problems and processes; and the ability to apply qualitative and quantitative methods to assess and improve plans and programs for conducting major operations. Expert, unique, complex, and thorough knowledge, extensive experience, and proven special expertise in academic and practical foundations of strategic foresight and futures analysis, to include methodologies, computer applications, analytics, and related policy and guidance. Exceptional knowledge of Congressional, DoD, Joint, and USAF structures, missions, programs, policies and organizational relationships to facilitate effective advancement of Air Force capabilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of academic and practical foundations of strategic foresight and futures analysis, to include methodologies, computer applications, analytics, and of safety and security regulations, practices, and procedures.
2. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; ability to communicate both orally and in writing.
3. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to evaluate and compare multiple competing designs to determine effectiveness and relative strengths and weaknesses and to formulate design criteria and selection recommendations for Air Force senior leaders.
4. Ability to lead diverse teams from across multiple organizations to solve organizational, operational, or tactical problems critical to Air Force design and the ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports and other materials.
5. Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantive Air Force equities and may require extensive changes in established concepts and procedures, or may be in conflict with existing Air Force and Joint processes or Doctrine.
6. Ability to articulate and advocate Air Force viewpoints and positions; skill in preparing staff packages and briefings, conveying ideas, and formulating strategy. Ability to plan and conduct executive level meetings with participants from the Air Force, other Services, the Joint Staff, OSD, and foreign military organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
