To deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
At the agency level performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget
Ensures proper execution of a segment of the Air Force budget as authorized and appropriated by Congress. Controls funds distribution and monitors monthly obligations and expenditures for assigned accounts, and accurately identifies conditions of over or under obligation of funds.
Provides financial advisory services for a segment of the agency budget. Serves as the financial consultant to management on issues such as budgeting strategies and techniques, use of financial management products, resource distribution, program priorities, financial forecasts and projections, and development of annual and long-range financial plans
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- A bachelor’s degree in business administration, economics, finance or other related field is highly desirable
- The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
- Financial Management Certification: FMC02: FM Certification Level 2

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC.
Knowledge, Skills, and Abilities
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations pertaining to budget formulation and financial management to provide guidance to subordinate units.
3. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures.
4. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.
Position specific skills and experience desired in a potential candidate:
10 years of experience in AF accounting and/or AF financial management
7 years experience in the management of RDT&E funds
2 years experience with developing decision-quality presentations
2 years experience in leading teams or supervising an individual or team
