You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the COMMUNICATIONS, NETWORKS AND LOGISTICS, 40000 DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will supervise and lead professional Engineers, technicians and scientist overseeing wide range of Information Technology management activities. You will implement strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management. You will establish metrics to measure and evaluate systems performance and total cost of ownership.

• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 Advanced Level within 12 months of appointment.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must reflect one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Capabilities-Based In-Service Engineering Activities (CB-ISEA), fleet support, platform integration, Project Management support, production design, testing, software support, integrated logistics and sustainment of Command, Control, Communications, Computers, and Intelligence (C4I) systems for Advanced Digitial Networks Systems (ADNS), Piers and Other Customer Funds (OCF) Projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Evaluate completed projects and employees performance to ensure all policies and standards have been followed and meet customer and Centers criteria 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Monitor employee productivity and providing constructive feedback and coaching. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Implement and track administrative systems accomplishments, including Defense Travel System (DTS), timekeeping, material purchase/contract/material management functions in Navy Enterprise Resource Planning (N-ERP). In addition to your experience demonstrating the four competencies above, your resume must have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector in assisting in leading and managing strategic planning and organizational/process improvement for Sustainment Engineering, and In-Service Engineering Activity (ISEA) organizational structures and operations.
