This position is located in the Washington, DC Commuting Area in the Bureau for Management, Management Services, (M/MS). Located at USAID Annex Project. Address: 500 D St SW, Washington, District of Columbia, United States, 20024, at the U.S. Agency for International Development (USAID).

Duties

Formulates the organization’s budget in conjunction with the Activity Managers and writes the narratives to support their respective budget requests. Conducts year-end-close-out activities that validate all funds are obligated and any unneeded funds are de-obligated and oversees spending to ensure compliance with the budget, and determine whether changes to funding levels are needed. Weekly assembles funding requests and verifies requests against the organization’s Spend Plan looking for overspending and/or non-valid requirements, and commits the funds in Agency’s Procurement system or the Agency’s accounting system. Makes recommendations to Activity Managers for the reprogramming of funds between activities to meet revised requirements or support the accomplishment of planned operations. Reviews and enters data from a variety of sources into forms, reports, and trackers. Makes adjustments to ensure an accurate portrayal of the status of funds. Analyzes payment and disbursement data and prepares corrections to the accounting system based on analysis of valid and invalid transactions.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs; (b) developing new ways to resolve major administrative problems or planning the most significant administrative management aspects of professional or scientific programs.; and (c) developing long-range program plans, goals, objectives, and milestones or evaluating the effectiveness of programs conducted throughout an agency, or a regional structure of equivalent scope. GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzing interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs; (b) developing new ways to resolve major administrative problems or planning the most significant administrative management aspects of professional or scientific programs.; and (c) developing long-range program plans, goals, objectives, and milestones or evaluating the effectiveness of programs conducted throughout an agency, or a regional structure of equivalent scope. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
