About the Position: This is a Budget Analyst position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Deputy Chief of Staff G-8, Execution Division.
This position is a TERM position, Not To Exceed 5 years.
Duties
Responsible for planning, coordinating, consolidating, evaluating and controlling the program and budget execution.
Review proposed U.S. Army Space and Missile Defense Command/ (USASMDC) program element budget documentation to assure adherence to established guidelines and to assure that exceptions are adequately justified.
Prepare instructions and advise managers on the preparation of detailed budget estimates, justification statements and budget execution plans for substantive Research, Development, Test and Evaluation (RDTE) and OMA programs.
Use automated systems to execute funding and extract researched financial data from GFEBS and Defense Travel System (DTS), and SOMARD and prepare charts, graphs and other graphics for briefings to senior leadership.
Maintain Army Audit Readiness through documentation and maintenance of GFEBS posting and fund management audit trail, annual funding program execution, allotments, targets and execution by funding source.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
- This position requires the incumbent to obtain a Financial Management Level 2 certification within 24 months of occupying the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes utilizing budget and financial procedures to perform budget execution; maintaining Army Audit Readiness through documentation and maintenance of General Fund Enterprise Business Systems (GFEBS); posting and fund management audit trail, annual funding program execution, allotments, targets and execution by funding source. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
