You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Operations Department of NAVSURFWARCEN IH DIV. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The full performance level is equivalent to the GS-11/12 level. NT-2: $38,317- $76,459 NT-3: $58,811- $92,995

Duties

You will serve as a Procurement Processing Specialist (PPS) for purchasing equipment, Operating Materials and Supplies, and services using MILSTRIP, Government Purchase Card (GPC) and /or Outside Funding Documents. You will serve as a Purchase Requisition (PR) creator responsible for creating PRs in Navy Enterprise Resource Planning (N-ERP) systems. You will be responsible for purchasing materials and equipment via MILSTRIP and the Government Purchase Card (GPC) means of acquisition. You will work closely with customers to initiate the procurement process by ensuring all required information and forms necessary to make purchases have been provided.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with the purchasing and procurement of materials and equipment by utilizing an automated system in support of purchasing operations. NT-2: : Your resume must demonstrate at least three (3) years of general experience that includes one (1) year of experience at or equivalent to the next lower pay band, NT-01 (GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

NT-3:
Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

NT-2:
