You will serve as a Supply Systems Analyst in the Material Readiness Department, Warehouse Operations East of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA) in Stump Neck, Maryland.

Duties

You will anticipate and meet the needs of both internal and external customers. You will deliver high-quality products and services and be committed to continuous improvement. You will be required to demonstrate skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet. You will establish business rules for returns and retrograde management. You will engage a wide range of individuals and audiences, orally and in writing, formally and informally, on matters of a functional, technical, and administrative nature in both structured and unstructured situations.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a current MHE and Forklift certification within 90 days of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating inventory management (e.g., Identifying, prioritizing, allocating) to sustain planned operational requirements and to optimize materiel availability (e.g., weapons systems readiness). For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing executability of project/program plans based on resource limitations and capacity constraints to ensure customer needs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11: Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.

OR

For GS-09: Successful completion of a Master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a Master's degree;
OR
Possession of an LL.B. or J.D., in a field directly related to the position being filled.
