You will serve as a ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), Resident Officer in Charge of Construction (ROICC), or Officer in Charge of Construction (OICC) of NAVFAC NORTHWEST.
Duties
You will serve as a construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps and private contractors.
You will provide oversight of the contractors' construction quality control programs for assigned projects.
You will ensure contractor is conducting monthly site safety self-evaluations and evaluate safety performance.
You will maintain extensive contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule.
You will review contractor invoices for accuracy against actual work-in-place.

Qualifications
For the GS-10 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting professionals with design, layout, and execution processes for construction operations and projects; 2) Evaluating and assuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Interpreting construction guidance and specifications for the purpose of monitoring contract compliance; and 5) Communicating construction project progress within the organization's chain of command, as well as with external stakeholders and contractor partners.
For the GS-9 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting professionals with quality control plans for construction projects; 2) Gathering information to resolve problems encountered during construction operations or projects; and 3) Interpreting construction guidance and specifications to assist with monitoring contract compliance.
