You will serve as a Administrative/Technical Specialist in the Business Operations Branch of the Trusted Microelectronics Division of the Global Deterrence Defense Dept of NAVAL SURFACE WARFARE CENTER.
NT-05 is equivalent to the GS-13/14
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).
Duties
You will serve as a Portfolio Manager for the Microelectronics Commons Program in the Global Deterrence Defense Department - Trusted Microelectronics Division - Business Operations Branch (GXVD).
You will provide direction and oversight to the direct funded Commons portfolio.
You will identify capabilities and enabling technologies to improve the Commons program.
You will generate prototype acquisition plans to develop and demonstrate enabling technologies and capabilities.
You will manage existing and plan for future other transaction authority (OTA) agreements.
You will manage portfolio risks and the integrated master schedule (IMS).
You will collaborate among program functional areas to capture requirements and interfaces.
You will execute Commons technical reviews.
You will maintain working relationships with government programs, industry, academia, federally funded research and development centers, university affiliated research centers, and other stakeholders.
You will coordinate activities within the Commons Program team to include small business innovation research strategic planning, technology evaluations, advanced capability development and demonstration for the Commons technology areas.
You will engage with university affiliated research centers and federally funded research and development centers to apply technical rigor and documentation.
You will capture the direction of research and development, upcoming program needs, and any other updates necessary for NSWC Crane to support the program.
You will define, plan, schedule, and execute tasking and effectively collaborate, coordinate and communicate with stakeholders.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- The incumbent must obtain Alternate Contracting Officer's Representative (ACOR) certification within 12 months of appointment and maintain those credentials as described in NAVSEAINST 4200.17
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating business operation requirements to develop enabling technologies and capabilities for improved efficiency and execution of a technical (e.g. Microelectronics Commons) program.
