About the Position: You will serve as Chief, Programs and Project Controls Branch, supervising a multi-disciplinary staff engaged in the life-cycle program and funds management, data governance, and project AIS management of Civil Works, Military and IIS programs under the Honolulu Districts area of responsibility.

Duties

Provide program and project controls support to Programs and Project Management Division (PPMD) and district personnel. Responsible for developing, defending, and maintaining a balanced, justified, and prioritized Military and Civil Works program of planning and engineering studies, projects, and related activities. Serve as district’s authority and consultant on programs and project controls, data governance, and data analytics. Skilled in project funds management and in utilization of project management AIS applications. Provide advice to District Commander, Deputy District Engineer for Project Management, other technical chiefs, and project managers on program policy, funding, scheduling, and manpower.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Temporary duty (TDY) travel is approximately 5%.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementManaging Human ResourcesProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
