Duties

You will interpret and execute IT policies standards, and guidelines. You will provide technical leadership on team projects and in-depth expertise in life cycle management and risk management. You will identify and define business or technical requirements for the design, development, implementation, maintenance and support of IT materials and services.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 (Technical Support Specialist) level 1 within 12 months of appointment.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For the GS-11: In addition to the competencies mentioned above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in interpreting resource management principles and techniques to support IT acquisition and/or procurement requirements. Supporting a cybersecurity program in a manner that is consistent with the law and an organization's policies and procedures. Identifying technical requirements to underwrite and structure financial transactions to support acquisition process optimization; Reviewing supply chain security and supply chain risk management policies, requirements and procedures for compliance with process improvement concepts and process maturity models (e.g. Capability Maturity Model Integration (CMMI) for Development, CMMI for Services, and CMMI for Acquisitions). For the GS-12: In addition to the competencies mentioned above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying resource management principles and techniques to support IT acquisition and/or procurement requirements. Interpreting laws, regulations, policies and ethics related to cybersecurity and privacy to support an organization's cybersecurity issues and processes; Interpreting technical requirements to underwrite and structure financial transactions to support acquisition process optimization; Applying process improvement concepts and process maturity models (e.g. Capability Maturity Model Integration (CMMI) for Development, CMMI for Services, and CMMI for Acquisitions) to support IT supply chain security and supply chain risk management policies, requirements and procedures. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

For the GS-11 you can qualify with the following education in lieu of specialized experience:

Possession of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Your degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or another field, providing it contained a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
