Duties
You will serve as the Command’s lead for Sensitive Comparted Information (SCI) security plans and policy, including oversight of the SCI security operations at all Command sites.
You will provide briefings to senior Command officials on security issues and directing periodic training of all Command personnel with Top Secret SCI clearances.
You will forecast customers’ SCI requirements and prepare to meet those requirements, as the Command Special Security Officer,
You will respond to derogatory concerns, making determination of suitability for continued access, disciplinary action and/or suspension of access, as the Command Special Security Officer.
You will be responsible for managing all Sensitive Compartmented Information Facilities (SCIFs) under the control of the Command.
You will safeguard information, personnel, property, assets, and/or materials from loss or compromise of information/material, which is vital to national defense and security, as well as to the privacy of individuals and entities.
You will manage the efforts to develop, evaluate, and implement SCI security program policy and/or directives.
You will lead personnel in training of subject-matter SCI security requirements and procedures.
You will be responsible for establishing and implementing SCI classification guidance, and determine classification, declassification, downgrade and upgrade decisions.
You will be responsible for managing and supervising a branch where you will direct the technical work done within the unit, monitor and review the work conducted by Special Security teams, and promote horizontal communication.

Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NM-04 (GS-13/14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expert consultation to higher management within Navy, DOD, other services, and industry on multi-level security matters; 2) Working across multiple levels of internal and external organizations in assessing requirements and establishing plans to meet emerging Sensitive Compartmented Information (SCI) security needs; 3) Operating in both SCI and SAP security environments; 4) Managing a workforce through direct supervision, workload planning, employee development, and make/buy decisions; 5) Collaborating in developing and executing strategic plans.
