You will serve as a PROGRAM ANALYST in the N3 COUNTRY PROGRAM MANAGEMENT DEPARTMENT of NET SEC ASTFLD ACT.

Duties

You will, in coordination with the DON’s International Military Student Officers (IMSO) programs, assess, train, and assist all DON and USCG IMSOs and, as required, develop performance assistance criteria for IMSOs. You will make formal and informal presentations on approaches, findings, or recommendations to senior leaders. You will collaborate with senior leaders to identify or analyze skills gap issues associated with mission changes. You will represent the command’s interests in regards to International Military Student Officer (IMSO) programs in various DSCA, Navy IPO, and other security cooperation/security assistance meetings and training settings. You will assist with coordination amongst participating governmental agencies that interface with IMSO, e.g., the Department of Defense (DOD), the Department of State (DOS), the Defense Intelligence Agency (DIA), and others as appropriate.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Possessing a keen understanding of the principles, methods, regulations, and policies concerning Department of Defense (DoD) education and training programs, such as the International Military Program; 2) Applying analytical methods to evaluate and resolve issues involving international students while also displaying an understanding of cultural differences; 3) Utilizing automated software systems to research, verify, and collect data, such as the Security Assistance Network web-based (SANWeb) system; and 4) Communicating effectively in writing and verbally to establish and maintain work relationships with staff members of all levels, as well as internal and external stakeholders.
