The primary purpose of the work in this position is to provide a wide variety of financial/contract system management, human resource and administrative support for the division, and expert guidance to Gallery employees at all levels including Executive and Senior Level officials and other managers concerning use of the purchase card and financial management system (FMS).

Qualifications
Candidates must meet the Qualification Standards Handbook requirements for the GS-0341-14.
GS-13 Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 grade level in the Federal service, as a contract specialist, specifically involving both architecture and engineering services.

Other Relevant Eligibility Criteria:
1) Candidates must have completed a four-year course of study leading to a Bachelor's degree which included or was supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
2) Candidates must hold a current Contracting officer's Warrant and at least a level 2 certification.
Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.
Knowledge of planning, formulation, and implementation of support services functions in the Mail Operations and Printing & Duplication Departments.
Skill in supervision of mail operations and printing/duplication services, budget, and resource management, as well as quality assurance and process improvement.
