Duties
The position is located at the Clement J. Zablocki Veterans Affairs Medical Center (VAMC) in Milwaukee, WI, within the Anesthesiology Division. The purpose of this position is to improve the quality, efficiency, and effectiveness of health care by analyzing, evaluating, and advising on program operations, management, and organizational efficiency in the Anesthesiology Division to support the overall program and mission of VAMC Milwaukee.
Major Duties:
Responsible for providing healthcare analytic project improvements.
Analysis of resulting data to include trending and identifying gaps are used to both assess program compliance and propose changes and/or improvements based on the analysis completed.
Responsible for preparing monthly, quarterly, and annual reports for Out-Of-OR (OOO) anesthesia procedures.
Responsible for capturing adverse events data and reporting M&M quarterly to National Anesthesia Program office.
Responsible for preparing monthly, quarterly, and annual overtime cost analysis reports for anesthesia providers and techs.
Develop and present of statistical, graphical, and narrative reports promoting organizational efficiency and metrics of how the department can enhance the Strategic Analytics for Improvement and Learning Value Model (SAIL) data and facility strategic plan.
Perform in depth analysis to optimize the VAMC Milwaukee operating room schedule.
Coordinate with surgical services to review and analyst VASQIP data quarterly.
Extract data and statistical reports on a quarterly basis for Focused Professional Practice Evaluation (FPPE) / Ongoing Professional Practice Evaluation (OPPE) reports.
Provides travel support to the division.
Ensure licenses are current. Track BLS/ACLS certification, register employees for needed mandatory classes and assist employees with Federal Credentialing Program for Healthcare
Providers (VetPro) documentation completion.
Serve as a liaison to the Medical College of Wisconsin (MCW), to facilitate administrative support, communications, compliance with required resident documentation, and processing of all learners.
Serve as a Veterans Affairs Time and Attendance System (VATAS) Supervisor to approve Leave and Premium Pay requests and certify validate timecards.
Follows applicable regulations and instructions regarding access to computerized files, release of access codes.
Assist with entering HR actions in the HR Smart system and serves as Human Resources liaison.
Process incoming Without Compensation (WOC) employees.
Assists with Distributing meal tickets, scrub cards, and dosimeters.
Assist physicians with exit review documentation.
Serve as a Personal Identification Verification (PIV) sponsor in the US Access System.
Provide initial orientation to learners including anesthesia residents, junior/senior medical students, Anesthesiology Assistant (AA) and nurse anesthetist students.
Provide new hire orientation and training including CPRS, PICIS, and serve as a subject matter expert (SME) for Medical Record Systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of principles, procedures, methods, and concepts of data acquisition and analysis relevant to improvement, quality, and value of healthcare; Knowledge of analytical skills and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature; issues or studies concerning the efficiency and effectiveness of program operations carried out by professional personnel; Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related resources in the specified area and in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; Ability to effectively communicate both verbally and in writing.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper, books, and charts.
