Our CI Cyber Division, CI/Insider Threat Directorate, is seeking a Branch Chief for our Strategy & Engagement Branch. In this role you will be responsible for IC, Federal Law Enforcement, and DoD-sponsored liaison positions to fully and most effectively promote & integrate DCSA CI cyber initiatives with cleared industry. This is an excellent opportunity for those with knowledge of federal agencies' cyber programs, policies, procedures, and liaison experience.
Duties
As a SUPERVISORY CYBER INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
- Lead, direct and supervise a team of liaison officers in supporting the DCSA CI cyber mission.
- Set the direction, organizational goals, and priorities of teams' efforts in accordance with the DCSA, Counterintelligence and Insider Threat Directorate, and Cyber Mission Center (CMC) mission, vision, and strategic goals.
- Assist in the planning, analysis, development, implementation, maintenance, enhancement, and communication of complex cyber programs, procedures, and tools. Ensure compliance and adherence to all relevant cyber and counterintelligence policies, directives, guidelines and applicable laws.
- Correlate and convert the information into an understandable form for use and distribution in agency publications, training, and operational policy guidance.
- Inform DCSA CI and cyber policy development, strategic planning, and implementation.
- Represent DCSA at cyber/counterintelligence working groups and analytical exchanges.
- Enhance counterintelligence-related cyber threat and vulnerability awareness among internal and external consumers.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Expert knowledge and experience in the field of cyber counterintelligence (CI) threat analysis, and in depth research, compilation, and analysis of a wide range of complex and sensitive information to determine cyber-based Foreign Intelligence Entity threats to US interests. Expert experience in counterintelligence-focused cyber analysis, reporting, and production is essential for this position.
