About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command, Fort Meade, MD.
Duties
Provide advice, guidance, and direction on a wide range of public affairs matters.
Respond to and lead initiative to respond to information requests from the news media and specialized and/or general publics, to include all levels of government, local, state, and federal elected officials.
Evaluate operations, advise leaders on options for improvements to programs of critical importance, and provide alternatives with predicted outcomes.
Plan, develop, and execute communication activities in support of the command’s organization's programs, policies, operations and activities.
Make recommendations for individual and team training needs, allocation of training assets, including identifying new on-the-job training experiences and formal training that may be necessary or useful.
Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects.
Manage programs, special projects, and initiatives with responsibility for researching, planning, executing, and evaluating complex public affairs operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe at least one (1) year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Developing written and visual content to reach local, national and/or international audiences through various platforms; 2) managing media relations and outreach techniques for highly visible special events and ceremonies to communicate organizational messages to diverse audiences; 3) developing communication strategies for informing and involving the public and the media on controversial issues; and 4) making oral presentations to explain programs, projects or activities to both internal and external audiences.
