The primary purpose of this position is: To serve as a program analyst at a command headquarters level, and to provide military rated aviator expertise in planning, developing, and testing certain Air Force or Air Force portions of joint, war, mobilization, and contingency plans designed to project air power world-wide.
Duties
Applying military rated aviator experience, leads, plans and develops major aspects of Air Force, or Air Force portions of joint war, mobilization, and contingency plans in one or more of the following areas: The areas the incumbent performs assignments includes: programmatic level standoff weapons mission planning for a variety of CAF platforms to include multiple bomber, fighter and strike type aircraft, will use an iterative planning cycle to help coordinate kinetic and non-kinetic effects to best meet Commanders intent across multiple COCOMS, while utilizing modeling and simulation results and route assessments.
Using military rated aviator knowledge, develops methods for testing and evaluating assigned war, mobilization, and contingency plans.
Using military rated aviator experience, prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force plans with other defense agencies.
Exercises supervisory personnel management responsibilities.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance, in addition to other Special Access Programs, as a condition of employment.
- Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is preferred.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- The employee should possess a firm understanding of JMPS with general standoff weapons knowledge. Military Operations Planning experience is highly desired as well as weapon planning/employment familiarity and strategic/tactical threat knowledge.
- Specific tasks may require civilian personnel to work beyond the normal workday during operations or exercises.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

The position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects (e.g., apportionment of combat aviation forces, munitions support, transportation support) Air Force level plans and procedures such as war, mobilization, mobility, exercise, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies; knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of the relationship of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment.
2. Knowledge of airpower program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various entities involved in overall planning and execution of military operations and evaluations.
4. Knowledge of military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems.
5. Ability to negotiate complex issues and maintain good working relations.
6. Knowledge of safety and security regulations, practices, and procedures. Also the ability to plan, organize, and direct the functions and staff of a small to medium branch within the organization. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
