WHAT IS THE IT (INFORMATION TECHNOLOGY)DIVISION? If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Protecting critical infrastructure and key resources (CIKR) for government information technology systems through controlling access to, granting access, and/or setting up security for systems resources under the fullest extent of privileged access to one or more IT Platforms that perform critical tax administration functions. Accessing potentially all unclassified information such as, but not limited to, Sensitive But Unclassified (SBU)/Personally Identifiable Information (PII), including IRS systems and/or supporting IRS Chief Counsel systems containing court information under the fullest extent of privileges granted. As part of a large mission, draft project plans for a multifunctional development project in software analysis, design, development and implementation; Identify resource requirements in conjunction with a major national project and assign tasks to project members; report progress; ensure customer and management involvement throughout the software development process; Resolve critical issues involving an IRS IT mission, affecting the configuration of the IT infrastructure and coordinating the demonstration of new and enhanced applications to customers and management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition to the above you must meet the requirements below: Leading teams that design and develop agency-wide applications; review and approve technical requirements for projects; develop project plans; provide technical guidance to team members; serve as primary liaison between customers and vendors and IT management throughout the development process; planning and coordinating agency wide implementation of process improvement methods and concepts to improve the quality of software products; serve as the principal advocate within the agency for the application of process improvement concepts and practices; consult with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
