Duties
This position serves as the Associate Director of Business and Operations within the Engineering and Systems Integration Directorate of the US Army Combat Capabilities Development Command (DEVCOM) Command Control Communications Computers Cyber Intelligence Surveillance, and Reconnaissance (C5ISR) Center.
Assists with the management of the Directorate by leading all business and operations functions and provides executive direction, technical leadership, management, and coordination of all facets and functions across business and operations.
This includes strategic planning and conceptualizing, synthesis, integration and assimilation of a wide range of technical, financial, human resources, facilities, equipment, Information Technology, operations, programmatic and business operational programs and requirements.
Responds to resource actions, advocates for reprogramming of resources, and provides management oversight and technical cooperative planning.
Presents briefings at senior levels and is a member of review boards, issue teams, and committees.
Competencies include a comprehensive knowledge of Army- and Defense-wide policies, procedures, regulations, initiatives, strategic plans, and objectives addressing C5ISR programs across assigned portfolio.
Skilled in analytical and evaluative methods to develop policies, procedures and applies techniques to manage, plan, coordinate, integrate and implement organization initiatives and strategic long term goals.
Expert ability to establish goals, lead people, manage resources, and plan, coordinate, integrate and implement processes, procedures, and long-term strategies for a diverse organization with complex and critical responsibilities.
Able to effectively communicate and defend all aspects of programs and strategic initiatives to higher level echelons.
Advises senior leadership at the Demo Band 5, Senior Executive Service (SES), and/or Flag Officer levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
- This position is designated as Mission Essential.
- Supervisor probationary period for newly (promoted/selected) supervisors is two years. Existing Federal employees who are competitively selected or reassigned to a supervisory position will be required to complete a supervisory probationary period.

- Position requires travel on short notice (i.e., less than 24 hours' notice)
- Position is designated as Mission Essential.
- Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations (including dangerous weather conditions).
- Commensurate with mission requirements, can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
Qualifications
About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters.

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas: 1) Establishing priorities and objectives for subordinate organizational units; 2) Supervising and leading senior level personnel with multiple business disciplines; 3) Recruiting, developing, and retaining a talent through a deliberate talent management strategy; 4) Effectively communicating and defending all aspects of programs and strategic initiatives to higher level echelons; and, 5) Providing oversight of programs and conducting analysis, interpreting policy, and shaping future plans.
Education
