The Payroll Specialist position is located in the Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division (CHRD), Payroll Services Branch (PSB). The HRO provides human resource program leadership, services, and solutions to enable the U.S. Courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce.
Duties
The incumbent of this position will occupy an entry level Payroll Specialist position. This opportunity offers tailored learning and development activities to include: formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $71,533 to $125,407.
This position will report to the Supervisory Payroll Specialist in the Human Resources Office (HRO), Court Human Resources Division (CHRD). The CHRD is seeking a self-motivated Payroll Specialist to join its team. The incumbent will be performing a wide range of technical and operational support for the Payroll Services Branch (PSB). The incumbent must have excellent communication, strong interpersonal, organizational, and analytical skills. The ideal candidate must have experience in a team environment, and the ability to work collaboratively with all stakeholders both internal and external to the HRO.
At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the Supervisory Payroll Specialist. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.
At the full performance level, the duties of this position include, but are not limited to:
Processing, recording, and submitting the following: cash receipts, EFT rejects and reversals; Thrift Savings Plans (TSP) retroactive cases, adjustments, and file reconciliation; and calculating and updating IRR card balances.
Analyzing, preparing workups, and submitting Federal Employee Retirement System (FERS) systems corrections, including calculating refunds and administering debt collection of the employee contribution.
Reconciling, preparing, and submitting assigned state/local tax deposits, coupons and returns for biweekly and monthly pay cycles in accordance with the requirements of the state/local taxing authority; researching and resolving any issues related to state/local payroll taxes; and processing, printing, and filing W-2Cs and corrected 1099R requests and file the required amended tax returns.
Preparing, validating, and submitting Retirement & Insurance Transfer System (RITS) reports, Thrift Savings Plans (TSP) reports and Semi-Annual Headcount Report Quarterly OPM report, OPM VERA/VSIP reports.
Reviewing, verifying, and processing bi-weekly load reports for: Federal Employee Health Benefit (FEHB) retroactive benefit deductions, FEHB deductions not taken, FEHB premium payment indicator corrections, FSA refunds, TSP loans, severance payments, Voluntary Separation Incentive Pay (VSIP), cash and non-cash awards, and taxable relocations, taxable reimbursements, and any applicable taxable fringe benefits.
Preparing debt collection and overpayment documents related to uncollected taxes for 3rd party relocation, Temporary Duty Assignment (TDY), Relocation Incentive Tax Allowances (RITA) and taxable reimbursements.
Ensuring involuntary wage attachments (garnishments, tax levies, child support, and bankruptcies) are entered, computed and deducted in accordance with applicable law and authority.
Calculating, submitting, and tracking terminated employee overpayments and collections; and processing all manual check adjustments to include reversed checks, overpayments, death claims, and relocation payments.
Calculating, inputting, and paying death claims, LMP payments; and processing terminated employee pay adjustments.
Assisting and reviewing Payroll Technician's data entries into the Judiciary's Human Resources Management and Information System (HRMIS), to include federal, state, local tax forms, direct deposit changes, allotment forms, and voluntary deduction authorizations.
Reviewing employees' regular hours, military hours, LWOP hours, retroactive pay and deduction adjustments for each pay period.
Providing advisory services and problem resolution services to Human Resources Specialists in both the AO and Courts.
Assisting with special projects or task as assigned.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Applying knowledge of payroll concepts, principles, processes and procedures;
Providing technical and analytical guidance and support in payroll transactions, deductions, benefits payments, recordkeeping, reporting, and reconciliation; and
Working with client-server automated payroll system or human resources information management system.

Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)
Evaluation of Foreign Education: Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants must provide the following in order for foreign education to be acceptable: A copy of the letter containing the results of the equivalency evaluation; the type of education received; the level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the U.S. National Council for the Evaluation of Foreign Educational Credentials; the content of the education program earned abroad and the standard obtained; the status of the awarding foreign school's recognition and legitimacy in its home country's education system; information on what the evaluation service did to obtain this information; and any other information of interest pertaining to the assessment/evaluation of the foreign education. Failure to provide required/sufficient documentation will result in lost consideration.
