As the Supervisory Management Analyst for the Division of Quality Management and Policy incumbent will provide oversight and direction to other staff in providing a broad range of administrative management programs and services in support of Office of Resource Services ORS and the Office of Research Facilities Development and Operations (ORF).
Duties
As a Supervisory Management Analyst, you will:
Analyzes operational and administrative polices, processes, and/or agency programs.
Writes and/or supervises the development of internal standard operating procedures (SOP) and policies, update of Delegation of Authorities (DOAs) and development, review, and update of NIH Manual Chapters.
Provides guidance, advice, and assistance in the review, interpretation, definition, and implementation of NIH and HHS policy and procedure directives, or federal legislation and regulations.
Presents information, data, and recommendations that are representative of thorough analysis of the issues and reflect a comprehensive representation of the options available along with key recommendations to management and senior leadership.
Oversees the NIH Risk Management Program and the identification of enterprise risks for the ORS and ORF and associated corrective actions to ensure compliance with the Federal Managers' Financial Integrity Act (FMFIA), OMB Circular A-123, GAO and other pertinent laws and regulatory entities.
Adheres to record schedules in the maintenance of organizational charts, functional statements, and documentation of ORS and ORF organizational change history.
Ensures strategic planning roles and responsibilities are assigned across the DQMP and objectives and milestones are being met.
Researches, analyzes, and prepares detailed analyses and recommendations addressing human capital utilization.
Performs the full range of supervisory responsibilities, which entails setting priorities and exercising delegated managerial authority to set annual and ongoing work plans and schedules, providing expert guidance, making assignments to be accomplished by subordinates, setting and adjusting short-term and long-term priorities, and preparing schedules for completion of work.
Oversees in-depth workforce analyses to address succession planning, retention, and recruitment issues.
Responsible for ORS performance planning, management, communication, follow up, compiling results and reporting.
Manages all performance records through the ePMAP system.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- Incumbent must be able to obtain and maintain Tier 2 Non-Sensitive background investigation for this position.

- At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on an ad hoc basis and compressed schedules, flexible schedules.
Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing administrative management programs that support organizational programs and responsibilities; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of administrative management programs and services; assessing and recommending improvements in management effectiveness and/or organizational productivity; providing guidance on policies, procedures, and requirements for administrative and resource management programs; and providing supervision and direction to other staff.
