The incumbent serves as the Program Coordinator and Supervisor (Clinical Director) for the Substance Abuse Treatment Program (SATP) with direct supervisory responsibility for one third of all non-prescribing clinical staff in the SATP. This position can be filled as below. Duties

Duties to include but not limited: The incumbent has broad SATP management responsibilities and assists in coordinating the work of approximately 65 staff across programs at the main VA Medical Center, Fort McPherson Campus, and 3 Community Based Outpatient Clinics (CBOCS). SATP staff is comprised of psychologists (PhD or PsyD), psychiatrists (MD), registered nurses (RN), nurse practitioners (NP), addiction therapists (AT), licensed clinical social workers (LCSW), licensed master's social workers (LMSW), vocational rehabilitation specialists (VRS), peer support specialists (PSS), licensed professional mental health counselors (LPMHC), and administrative staff. The incumbent assists the Director of SATP and Mental Health Leadership in planning, establishing, and implementing policies and procedures The incumbent provides leadership and guidance in carrying out program planning, outcome evaluation, and staff development activities. The incumbent will coordinate well with leadership from Mental Health to assure that the program is operating in a way that helps veterans to be served in the appropriate environment given their presenting issues. The incumbent will coordinate with the Mental Health Service Line and other appropriate staff as needed regarding the monitoring of performance improvement activities, program reviews, treatment services and data analysis methods. The incumbent will assist in ensuring that performance measures are met, Evidence-Based treatments are implemented, and Recovery-oriented principles are adopted to achieve an optimal level of functioning for veterans. Provides a full range of diagnostic, assessment and treatment services to veterans presenting with psychological, emotional, and behavioral problems, with special emphasis on brief and evidence-based interventions found to be effective in substance use disorder (SUD) treatment settings. Has direct responsibility for all aspects of (SUD) outpatient treatment services performed by non-prescribing staff in the SATP locations, including those conducted by trainees. Provides consultation services for SATP providers to maximize the effectiveness of their interventions in reducing risk behaviors and enhancing recovery promoting behaviors, with a significant emphasis on a prevention-oriented model of care. Facilitates patient and family education appropriate to the SUD care setting and the specific presenting mental or behavioral health issues. Provide clinical consultation to various disciplines and levels of training to include psychologists, LPMHCs, social workers, social work interns, nurses, nurse trainees, psychiatry residents and fellows and psychology interns and fellows. Involved in the training of medical students, medical and psychiatric residents and fellows and nursing students and fellows, as appropriate. Involved in the Psychology Internship Training Program and the Psychology Postdoctoral Fellowship Training Program and related training committees. Provide leadership, guidance, and consultation on staff education and development Responsible for timely completion of all program evaluations and documents required by the Medical Center, Veterans Integrated Service Network (VISN) and Veterans Affairs Central Office (VACO), ensuring compliance with appropriate accrediting bodies such as Joint Commission (JC). Consults with others to offer guidance and stimulation in research directions for the program. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.. You may qualify based on your experience and/or education as described below: Grade Determinations: GS-13 Supervisory Social Worker: For Supervisory Social Worker, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment. Experience, Education and Licensure: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below. Demonstrated Knowledge, Skills, and Abilities: a Ability to independently organize work, set priorities, and meet multiple deadlines. b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. c) Ability to ensure provision of clinical social work services by supervised social workers. d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. f) Ability to provide staff training and development.
