About the Position: This position supports the mission of the J-5 Directorate and is located in Falls Church, Virginia. Note: A recruitment or relocation incentive may be authorized. Duties

Assess functional requirements to ensure the supporting architecture is comprehensive and reflects how they share, rapidly move, and manage information between Federal, non-Federal, and private organizations. Provides input to development of elements of DHA’s strategic intent such as mission, goals, and objectives, and link those elements, currently reflected as DHA’s Strategy, to the Enterprise Architecture. Conduct business process modeling for current, transition, and future state, working with planners and operators to build those models and to monitor their execution. Support enterprise capability alignment with the DHA Strategy to support efforts including the Portfolio Panel Process. Adds value to recommendations for DHA Capabilities decisions. Recommend resources to support the conduct of Capability Management (CM) working groups for DHA high priority programs. Assist in the oversight of negotiation of problem statements, schedules, cost, and deliverables with CM project teams.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires a Capability Management certification at the time of assignment or able to acquire certification within 24 months of assignment to this position, as determined by the supervisor.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience GS-12: One year of specialized experience which includes developing Business (or Operational) Architecture and/or Enterprise Architecture activities; applying Department of Defense Architecture Framework (DoDAF) and/or The Open Group Architecture Framework (TOGAF) principles; and assisting with conducting business process modeling to determine requirements integration for management processes. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes developing artifacts to show linkage from strategic intent to capabilities and other elements of the Enterprise Architecture; conducting business process modeling to determine requirements integration for management processes and in support of policy development; assisting in the oversight of project management requirements; and assisting in the development of business architecture to contribute to data architecture standardization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
