The primary purpose of this position is to serve as Program Manager and Contracts Subject Matter Expert overseeing contracts requested for AF/A2 Headquarters staff level requirements. Supports effective research, development, fielding, employment, sustainment, and improvement of AF capabilities by leading efforts to identify intelligence requirements, resolve/mitigate deficiencies, integrate intelligence, and provide needed intelligence data and infrastructure in a timely and secure manner.

Duties

DUTY 1: Serves as the AF/A2's staff level Contracts Program Manager responsible for the successful delivery of contracted services. DUTY 2: Provides guidance, oversight, and advanced analytic support to DoD/USAF Acquisition programs, systems, and processes. DUTY 3: Develops and presents ISR capabilities as related to intelligence acquisition and program/system development to a variety of senior level customers. DUTY 4: Serves as a senior technical intelligence acquisition authority on ISR matters for AF/A2. DUTY 5: Performs other functions, as directed, conducts self-initiated tasks and participates in professional development in accordance with the incumbent's Individual Development Plan (IDP).

  • Security: Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Requires flexibility to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of a comprehensive range of intelligence research, collection methods, analytical applications, principles, concepts, and methodologies that includes the evaluation of many diverse sources of information, intelligence disciplines, and information systems used to develop and support Air Force acquisition processes. Demonstrated knowledge of the national IC, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations, and ability to leverage IC capabilities in support of customer requirements. Extensive knowledge of the acquisition lifecycle and the role of intelligence in the development of weapon systems, new operational concepts, and innovative techniques. Applies experimental theories and new developments to problems not susceptible to treatment by accepted methods and makes decisions or recommendations that significantly affect assigned program(s). Exhibits skill in writing clear and concise intelligence products and skill in written and verbal presentations of intelligence products to senior audiences for decision-making purposes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of DoD and IC policies, entities, missions, resources, operations, capabilities, and requirements. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons system's life cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USAF research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises. Knowledge of security procedures to maintain control of classified material. Understanding of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives. Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs. Ability to effectively organize and analyze information; produce reports, position papers, and briefings that are responsive to the specific needs of senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, experience, and recognized professional standing; and effectively advocate' for a position. Ability to recognize intelligence sensitivities within a program, identify intelligence gaps, perform intelligence supportability analysis and intelligence health assessments, and provide solutions and recommendations as required. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
